Answer

If experiencing this error message when trying to set up Plesk packages, please use the following directions from the Plesk forums:

Login as your Plesk Admin User:

1.) Click on Server
2.) Click on Components Management
3.) Click on Site Builder
4.) Select None and then Click OK

Now you should be able to create domains without that error
